This text came from a +63 number<\/strong>, which is the country code for the Philippines<\/strong>.
If this was really from the California DMV<\/strong>, it would not be texting from an international number<\/strong>\u2014especially not one outside the U.S.<\/p>\n\n\n\n

2. Sketchy URL<\/strong><\/h4>\n\n\n\n
